As Diwali approaches, the bustling Purohitji Ka Katla market in old Jaipur remains a cause for concern regarding safety measures. This market, which houses around 600 shops and narrow alleys, is perpetually at risk of fire hazards. A high-tech fire-fighting system was installed here as part of the Smart City Project.
The system includes a pipeline extending approximately 5 kilometers from the Ghatgate fire station and a tank with a capacity of 250,000 liters. The intention was to provide immediate assistance in case of a fire in this crowded area, but currently, the entire setup is gathering dust.
Invisible Threat Amidst Festive Cheer
The markets of Pink City are adorned for Diwali, with illuminated streets and bustling crowds creating a festive atmosphere. However, lurking behind this brightness is an invisible danger. Purohitji Ka Katla, the largest market within the city walls, is suffering from negligence rather than security. This area is a hub for wholesale trade in textiles and plastics.
Fire Trucks Unable to Access Market
In the event of a fire, fire trucks cannot navigate through the narrow lanes. Recognizing these risks, a fire-fighting system was established at a cost of around 40 million rupees under the Smart City Mission. It was handed over to the Jaipur Heritage Municipal Corporation in 2023, but since then, no one has taken responsibility for its upkeep.
Installed System Lacks Functionality
The Jaipur Smart City Limited installed the system and transferred it to the municipal fire department, but the current state is alarming: the pipelines are dry, nozzles are rusted, and many hydrant boxes are missing. Traders claim that while the system was installed, it seems to have been done merely for show, as no mock drills have been conducted.
Administration's Complacency Amidst Risks
During festival and wedding seasons, the market is so crowded that there is hardly any space to move. The narrow pathways, numerous shops, and street vendors create constant mini traffic jams. Traders point out that a recent fire in a textile market in Surat claimed many lives, yet the Jaipur administration remains complacent, assuring that they are 'prepared.'
Smart City Initiative Lacks Effective Management
Ironically, this entire area falls under the Smart City Project. Although a system was installed, it has neither been tested nor allocated a maintenance budget. Now, this 'smart installation' has succumbed to rust and dust. With the increase in shopping during Diwali, the risks have escalated significantly. A small spark in this market, filled with textile, plastic, and hosiery shops, could ignite a catastrophic fire. Currently, there is no access for fire trucks, nor are there alternative evacuation routes.
